May 18, 2026 @ 6:30 PM

Member's present: JERRY RHOTON, JEFF GENTRY, WINTON YOUNG, ELIZABETH BOLES, BRYAN COONS, AUSTIN SMITH, PARRISH WRIGHT, DOROTHY FORNEY, JENNIFER RITTER-SWALLOWS

Those Absent – MARK POINDEXTER (VACANT CHAIR DUE TO DEATH)

Chairman – Parrish Wright calls meeting to order

NOTARIES – Debra K. Parris, Lester K. Westmoreland – Chairman wondered if anyone knew Debra, Donna H. said she would check into that. Everyone knew Kenny Westmoreland

MOTIONS – Meeting minutes to approve

RESOLUTIONS – Resolution 1 – Donna H. said it was one that Trish had done last month that there was some typo’s on so had to send it through again. Commissioner Coons saw that bottom amount didn’t match that top amount and everyone agreed. Trish was brought into the meeting and she said that a new one would be ready with the correct amounts for the June 29th meeting.

Resolution 2 – Is highway bridge grant money for the Highway/Public works fund budget

Resolution 3 – Building Inspector (Anthony) shared he would be responsible to make sure stop order is in place for non-compliance. Commissioner Coons questioned if there should be a separate board to reinforce that.  Sheriff shared that in other counties the County Attorney deals with the fines and that a County Planning Committee assesses the enforcement that would need to happen. Commissioner Coons said if they do not get a building permit then you have no right to be on their property to know if they are in compliance or not. Commissioner Coons said there was nothing in place to enforce the building codes from the beginning, didn’t realize there would need to be any. Sheriff said if they ask you to leave you need to, just like me. Commissioner Coons does not want the Building Inspector to be the enforcer. Sheriff shared the County Attorney can draw up injunction. Commissioner Swallows questioned if the $50 fee goes on the property tax? Sheriff said again the County Attorney can draw up citation to enforce the code. Any penalties or fees can be put as a lien on the property and charged like the property tax. Building Inspector shared there would need to be certain people on that board, people that know the trades – electricians, builders, etc. All he does is issue permits and what if someone comes in and says “Why do I need to get a permit when Joe Blow down the road doesn’t need one?” Commissioner Coons, said “I am just saying a board would need to be in place to enforce and take the trouble off your (building inspector) office.”

Resolution 4 – Ashley White went over budget amendment for Summer School costs and year end clean-up for budget line items.

Donna H. shared she will have more budget resolutions to go over at the June 29th meeting, but need to wait until final payroll and closer to end of fiscal year.

A motion was made to adjourn by Brian Coons & Dorthy Forney 2nd the motion. Motion carried
