COUNTY COMMISSION MEETING
REGULAR MEETING
MAY 4, 2026
BE IT REMEMBERED that the Clay County Commission met in Regular Session on Monday Evening, May 4, 2026 at 6:30 p.m. at the courtroom in the Clay County Government Complex. Present as Chairman was County Mayor Dale Reagan. Present as County Clerk was Donna R. Watson. Present as County Commissioners were: Parrish Wright, Jeff Gentry, Dorothy Forney, Jerry Rhoton, Winton Young, Jennifer Ritter, Liz Boles, Austin Smith, and Bryan Coons ~ A majority of the Commission having been present for the opening and holding of the meeting; the meeting was held in due form of law to wit.
Sheriff Brandon Boone called the meeting to order ~ Mayor Reagan asked Commissioner Wright to lead the Pledge of Allegiance ~ Mayor Reagan led the in-vocational prayer ~ County Clerk Donna R. Watson led the Roll Call of the Commission.
Motion was duly made by Boles and seconded by Wright to elect Zach Sewell as a Notary Public ~ All Commissioners present voted aye ~ after the last county commission meeting with the Board of County Commissioners wanting Mr. Stankard to attend this meeting to meet him and discuss his appointment of Notary Public ~ Mr. Stankard indeed attended meeting and spoke with the commissioners about his error on the application ~ therefore, all was agreeable that Mr. Stankard needed to complete a new application for notary and therefore, Motion was duly made by Forney and seconded by Gentry to elect Mr. Stankard as a Notary Public as well ~ All Commissioners present voted aye
Motion was duly made by Wright and seconded by Coons to approve minutes of the April 6, 2026 County Commission meeting ~ All Commissioners present voted aye
Motion was duly made by Young and seconded by Forney to approve minutes of the April 27, 2026 Planning Committee meeting minutes ~ All Commissioners present voted aye
Motion was duly made by Coons and seconded by Wright to approve the turnover of the Clay County Trustee Quarterly Report ~ All Commissioners present voted aye
Motion was duly made by Young and seconded by Coons to approve the 2025-26 General Purpose School Fund Budget ~ After discussion at the planning committee meeting pertaining to the accidental omission of the last page of the PASSED original 2025-2026 General Purpose School Fund Budget, as it being ACCIDENTALLY omitted I, as County Clerk, felt compelled to apologize for the omission taking responsibility of my office, therefore, apologizing to the commissioners for the error but wished to address the commissioners explaining the Auditor spoke of how it was not a big issue at all and just simply needed to be passed in a motion for it to be placed in the minutes and the pages to be submitted to the minute book accordingly. I, as County Clerk, wished for my statement to be heard so it could “squash” discussion of wrongdoing as presented and realized as a human error, nothing more and nothing to be considered as a deliberate omission ~ All Commissioners present voted aye to which I was appreciative of their understanding and support
Motion was duly made by Rhoton and seconded by Young to approve the minutes of the Special Called Meeting minutes in regards to the Road Superintendent's position becoming vacant ~ All Commissioners present voted aye
PUBLIC COMMENTS
(this is a new platform being offered at the county commission meetings, each person who signs up to speak has a maximum of three (3) minutes to speak) ~ with that being said the following people have spoken with their concerns:
City Alderman, Mike Boles, was present on behalf of the City of Celina to allow the Commissioners to know there has been a grant for downtown revitalization granted to the businesses pretty much around the square of recipients
Resolution 1. Resolution to request unclaimed balance of accounts remitted to the State Treasurer ~ Motion was duly made by Rhoton and seconded by Ritter ~ All Commissioners present voted aye
Resolution 2. Resolution to approve the Budget Amendment for the Clay County General Fund ~ Increase Estimated Revenue/Line Item, Increase Estimated Expenditures ~ (sole purpose of budget amendment for Clay County Senior Citizens Center, Clay County Parks/Rec, Clay County Library and the Clay County Sheriff's office) ~ Motion was duly made by Coons and seconded by Forney ~ All Commissioners present voted aye
Resolution 3. Resolution to approve the Budget Amendment for the General Purpose School Fund ~ Increase Expenditures, Decrease Expenditures, Increase Revenues ~ Motion was duly made by Young and seconded by Forney ~ All Commissioners present voted aye
Resolution 4. Resolution to approve the Budget Amendment for the Clay County School Nutrition Program ~ Increase Expenditures, Decrease Expenditures ~ Motion was duly made by Coons and seconded by Smith ~ All Commissioners present voted aye
Resolution 5. Resolution to approve the Budget Amendment for the Highway/Public Works Fund ~ Increase Estimated Line Item, Decrease Estimated Revenue ~ Motion was duly made by Rhoton and seconded by Smith ~ All Commissioners present voted aye
Resolution 6. Resolution to approve the Budget Amendment for the General Fund ~ Increase Estimated Revenue/Line Item, Increase Estimated Expenditures ~ Motion was duly made by Coons and seconded by Forney ~ All Commissioners present voted aye
Resolution 7. Resolution to approve the Budget Amendment for the Other Special Revenue Fund (sole purpose of budget amendment for the TDEC money on the ARP grant for Northwest Clay Utility District) ~ Increase Estimated Revenue/Line Item, Increase Estimated Expenditures ~ Motion was duly made by Gentry and seconded by Wright ~ All Commissioners present voted aye
Resolution 8. Resolution to approve the E-911 road name Bella Lane ~ Motion was duly made by Young and seconded by Smith ~ All Commissioners present voted aye
Motion was duly made by Coons and seconded by Forney to adjourn. Motion carried
