COUNTY COMMISSION MEETING
REGULAR MEETING
JANUARY 5, 2026
BE IT REMEMBERED that the Clay County Commission met in Regular Session on Monday Evening, January 5, 2026 at 6:30 p.m. at the courtroom in the Clay County Government Complex. Present as Chairman was County Mayor Dale Reagan. Present as County Clerk was Donna R. Watson. Present as County Commissioners were: Dorothy Forney, Mark Poindexter, Jerry Rhoton, Winton Young, Jennifer Ritter, Austin Smith, Bryan Coons, Parrish Wright and Jeff Gentry ~ Absent as County Commissioners were: Liz Boles ~ A majority of the Commission having been present for the opening and holding of the meeting; the meeting was held in due form of law to wit.
Sheriff Brandon Boone called the meeting to order. Mayor Reagan asked Commissioner Ritter to lead the Pledge of Allegiance. Mayor Reagan led the in-vocational prayer. County Clerk Donna R. Watson led the Roll Call of the Commission.
Motion made by Young and seconded by Ritter to re-elect Amy C. Reagan as a Notary Public ~ All Commissioners present voted aye
Motion was duly made by Forney and seconded by Poindexter to approve minutes of the December 1, 2025 County Commission meeting ~ All Commissioners present voted aye
Motion was duly made by Coons and seconded by Wright to approve the minutes of the December 29, 2025 Planning Committee Meeting with the exception of Jennifer Ritter to which she passed on her vote due to her not attending the Planning Committee ~ All Commissioners present voted aye
Motion was duly made by Wright and seconded by Gentry to review Clay County's debt management policy ~ All Commissioners present voted aye

Resolution 1. Resolution to approve the Budget Amendment for the Clay County Highway/Public Works Fund ~ (sole purpose of budget amendment for bridge construction program) ~ Increase Estimated Line Items, Increase Estimated Revenue ~ Motion was duly made by Coons and seconded by Gentry ~ All Commissioners present voted aye
Resolution 2. Resolution to approve the Budget Amendment for the Clay County School Fund ~ Increase Estimated Expenditures, Increase Estimated Revenue, Decrease Estimated Expenditures ~ Motion was duly made by Ritter and seconded by Young ~ All Commissioners present voted aye
Resolution 3. Resolution to approve the Budget Amendment for the Clay County General Fund ~ Increase Estimated Expenditures, Increase Estimated Revenue/Line Item, ~ (sole purpose of budget amendment for grant funds for Nana's Child Care and Clay County Drug Coalition, hotel motel tax payments to the Barnette Group and Sheriff's Department for sale of equipment) ~ Motion was duly made by Rhoton and seconded by Ritter ~ All Commissioners present voted aye
Resolution 4. Resolution to approve the sale of surplus property from Sanitation Department and EMS ~ Motion was duly made by Young and seconded by Forney ~ All Commissioners present voted aye
Motion was duly made by Coons and seconded by Poindexter to adjourn. Motion carried
